Mate you need to fasten the wheel into the vibes leg. Get a crescent spanner and tighten the nut on top of the wheel. As I recall, its clockwise to fasten. What this does is expand a rubber thingy, which locks the wheel into the leg.
You got it. Once it goes into the leg you can tighten it by from wheel gizmo that is touching the bottom of the leg. Just don't crank on it, or you'll mess up the hole that the rubber thingy (and the adjuster thingy) goes in. Just get it tight enough so you can't pull it out.
Take a look at the wheel when it's out. You can kind of see how it works. The rubber squishes as you turn the part of the wheel that;s between the leg and the bearing if that makes sense.
One thing to check is if the round hole in the leg where the wheel goes into, it can be cracked and if so, all the tightening in the world isn't going to help much. If that's the case, let me know here and I can suggest a hack that may work.
Assuming that the hole isn't cracked: The problem is if the smaller nut on the top is too loose, the rubber doesn't have enough grip against the hole, so when you turn the bottom part the rubber just slides around in the hole. With the wheel out, grab the bottom of the wheel and tighten the smaller nut a couple of turns. The key is to get it too tight and then back it off until the wheel just fits. Make it too tight, then loosen it until you feel it drag a little as you are putting in in. Then tighten the nut/little platform and see if that helps.
You shouldn't have to take it anywhere. If I have time, I may be able to help you over skype if you are still having problems. It should take less than 10 mins to get it working.

you know you twist that metal piece on it to make the rubber part swell and that helps some. but i have a wheel that is like that as well. sucks!

oh, i take the wheel out and turn the one thingy. but right turn the main thingy when it's in the wheel. i get it.
